Description
Scope of Services
is soliciting proposals to: perform the analysis for the update and prepare the necessary documentation for City Council adoption and implementation. The Park Planning and Development Services Division is responsible for park planning, parkland acquisition, park site amenities plan, policy implementation, and the design and development of new and renovations of existing neighborhoods, communities, and regional parks. This division is comprised of the Landscape Architecture Section and Park Planning Section. This Request for Proposals solicits submittals from firms to update the City of Sacramento’s Park Impact Fee (PIF) Nexus Study pursuant to the “Mitigation Fee Act”, AB 1600, found in California Government Code 66000. The purpose of this update is to establish a legal and policy basis to allow the City to impose an updated fee to support the City of Sacramento’s recently adopted Park Impact Fee Level of Service (LOS) requirement of 8.5 acres per 1,000 residents. The update will also support an amendment to the City’s Ordinance to enact the Quimby requirements for land dedication and in-lieu fee area valuation and setting requirements to the maximum amount feasible under the Quimby Act of 5 acres per 1,000 residents. The Consultants must have knowledge of the City of Sacramento’s Parks Plan 2040, 2040 General Plan, pending park land use related legislation, regional impact fee and land dedication requirements, alternative funding sources, current cost estimates, and land valuation.
